Assignment Title: Development and installation of an Integrated Performance Management and Accountability System (IPMAS) and Annual Staff Performance Review (ASPRS) System

The Government of Kenya (GoK) has received a credit from the International Development Association (IDA) / World Bank towards the cost of implementing the Judicial Performance Improvement Project (the Project), and intends to apply part of the proceeds for consulting services to develop and implement an Integrated Performance Management and Accountability System (IPMAS) and Annual Staff Performance Review (ASPRS) System for the Judiciary.



The assignment will involve:

(a) analyzing the Judiciary performance standards for all Operational Directorates and Courts (Magistrates’ Courts, High Courts, Court of Appeal and Supreme Court) and agreeing on any gaps to be addressed and

(b) conducting a Judiciary wide survey to collect data regarding the various categories of staff and developing measurable activity indicators (at most 5) per staff category, including criteria for measuring outputs and developing an IT-based IPMAS/ASPRS. The assignment will include pilot testing of the developed system, addressing any shortcomings to ensure the system is functioning well, and training key officials on the use of the system and developing a training module.

The assignment will be carried out by a multidisciplinary team for an estimated 6 man-months and completed over a period of 12 months. The estimated start date is mid-September 2013.

The Judiciary now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to undertake the assignment.

The shortlisting criteria are:

(a) At least 10 years’ experience as a firm in the delivery of similar services (analytical, diagnostic studies and planning) in Kenya and/or in the Africa Region, with specific experience of providing such services appertaining to the Public sector/Judicial sector. The consulting firms should provide names and contacts of specific clients/projects for references;

(b) Specific experience in undertaking the development and implementation of Business Management Systems, Human Resource Management, including performance management and staff appraisal systems, and development of operational plans. The Consultant must demonstrate it has carried out at least two similar assignments in Kenya and/or in an African country. Experience in such work under World Bank-supported projects will be an advantage.

(c) Key staff with experience of at least 10 years and minimum qualifications of Master’s degree or equivalent in professional qualifications in Business Administration, Human Resource Management, ICT, Public Administration and related fields.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, published in January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The eligible consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
